Oregon law makes a landlord legally responsible if the landlord decides to rent to, or continue the lease of, a tenant with a dangerous dog. A landlord who allows a tenant to harbor a dangerous dog could be responsible for any injury the animal causes.

Knowledge is the hinge

Guidance notes that landlords may be liable when the landlord knew the tenant's dog was dangerous. Without that knowledge, the claim is against the owner.

The owner remains the main target

The owner is strictly liable for economic damages under ORS 31.360, and the owner's insurance often pays.
