Georgia's UM is add-on coverage, and stacking is decided outside the statute
Georgia's rule is in O.C.G.A. 33-7-11. Subsection (b)(1)(D)(ii) makes UM an add-on to the at-fault driver's liability coverage, subsection (b)(1)(B) defines who is an insured, and subsection (j) sets the bad-faith penalty. The tort deadline is in 9-3-33.
