A duty of reasonable control, not a free first bite

Tennessee's TCA 44-8-413 makes an owner who fails to keep a dog under reasonable control liable for injuries in a public place or lawfully on another's private property, whether or not the dog showed dangerous propensities.

The statute lists five exceptions, and limits owner to the person who regularly harbors, keeps or controls the dog. The deadline is one year.
