How the limit fits with the rest of the deposit section

The cap is only the first rule in A.R.S. 33-1321. The landlord must also state the purpose of every nonrefundable fee in writing, give the tenant a signed lease, a move-in form and notice of the right to attend the move-out inspection, and, when the tenancy ends, provide an itemized list of deductions within 14 days, excluding weekends and legal holidays.
